Greenlane Road between the west urban boundary limit (Konkle Creek Trail) and Bartlett Road is a local collector roadway that runs east-west in Beamsville. This roadway is in poor condition, and in combination with the construction of the new West Niagara Secondary School on King Street, the future Go Station on Ontario Street, and predicted increased vehicle volumes resulting from development growth in the area, this corridor has a high priority for reconstruction. In addition, the Town’s Active Transportation Strategy (ATS) identified Greenlane as a key east/west active transportation (AT) link and is also part of the Region of Niagara Cycling Network. Therefore, there is a need to provide active transportation infrastructure to improve safety and connectivity for pedestrians and cyclists in the area. Considering the above, the Town’s Transportation Master Plan (TMP) recommended that modifications for this section of Greenlane from Lincoln Avenue to Bartlett be given priority in the Town’s capital plan with a focus on a complete streets approach that was previously identified in the Town’s Beamsville GO Transit Station Secondary Plan. The secondary plan envisioned for Greenlane a complete streets cross-section that in addition to normal vehicle travel and turning lanes, includes separated cycling facilities, wider sidewalks, and planting areas. Given the size and scale of work required to reconstruct this section of roadway, possible traffic capacity increases, environmental impacts, and the potential for private property acquisition, the Town has determined that this project requires a Schedule ‘C’ Municipal Class Environmental Assessment (EA) be conducted to determine a preferred design solution. |
